This is the reason Indians and India is considered as a dirty country. I should take back Indians here, if an Indian goes out of the country he is more cleanliness conscious than the locals. Maybe it is the fear of the fines or the police but it works. I am also not sure if we can police this and ensure everybody does it. IMHO Cleanliness cannot be enforced but has to be self imposed. One should think the country/state/city/council/street should be their house and keep it clean as they keep their houses clean.
