Traffic Police in Bangalore - Shame

Back from Chancery Pavilion I went straight on the Fm Carriappa Road and took a right without thinking near the Hayes Road. Realized my mistake and drove back on to the signal and i believe that was a one way and the policeman stopped me which i expected to happen. I moved to a corner and the policeman came forward, tried explaining to him in English but as usual he was talking in Kannada and finally i told him give me a receipt and i will pay the fine. He told me that the fine is 400 Rs and i can pay 100 rs to him and go. I got pissed and just drove off without paying anything.

Why is this happening in India only. When a citizen wants to go by the law the police wants to exhort money from him. I have checked a few times online to see if they have slapped a fine on me but till now i don't see anything. 

These things should change if my country has to improve.

Which site do u check if u r fined? also heard videos of our vehicles crossing the signals are available out there and its totally our responsibilty to check that and pay the dues for it
